ABRAHAO, Cinthia Sena  e  TOMAZZONI, Edegar Luis. Second home tourism on the south coast of Brazil: a discussion about its dimension and relevance for contemporary tourism activity. Rev. Bras. Pesq. Tur. [online]. 2018, vol.12, n.1, pp.80-101. ISSN 1982-6125.  http://dx.doi.org/10.7784/rbtur.v12i1.1328.

The objective of this article is to analyze the dimension of the second home tourism on the southern coast of Brazil, starting from the premise that this phenomenon is relevant within the scope of tourism, both at the domestic and international level. The second home is understood as a non-hotel type of tourist accommodation, to which there is a permanent bond, and the stay does not exceed the period of one year. Relevant features are the connections with civil construction activities and the real estate market. The relative invisibility of second home phenomenon in the databases that are tools for policy decision-making, at the federal and state level, is problematic. In terms of methodology, the approach of the theme was quantitative and exploratory in nature. The exploratory perspective guided the literature review on the public policy of tourism development and its priorities, as well as the phenomenon of the second vacation home and how it has been approached. The analysis of the secondary data involved collection, systematization, and interpretation, in order to make explicit the participation and the increasing volume of second residences on the coast. Data were collected exclusively for the coastal municipalities of the three southern Brazilian states at the IBGE bases. Then, comparative data were analyzed regarding the tourism map, in which the tourist destinations are classified. The results reiterate that ignoring these flows and territorial dynamics in the context of tourism public policy may lead to strong distortions in the planning, implementation, and results that can be obtained. The understanding of these flows, however, requires an effort of surveying, systematization, and statistical analysis different from that which must be undertaken to measure the economic flows from commercial accommodation establishments.
